You can tell to other person that fine understand importance of its request, but that at you it is too much affairs to help it. If you consider that for you will be so easier apologise, explain that at you one or two important issues which demand your urgent attention. Probably that this person will understand your point of view and even will apologise for attempt to take away your time.
